I think Microsoft took the best of SVG and decided to do something else slightly different called Avalon.

I think it's so Microsoft can show it to their developers and partners and say - hey look at this neat new "Microsoft technology" you can use and then lock people into it.

OTOH, they say they did it for good reasons, the changes are for the better, and also because it's close enough to SVG if you learn one you can develop in the other.
