SVG Tiny 1.2 Goes to Last Call

The SVG Tiny 1.2 specification is in a third Last Call, to allow the responses to the second last call to be checked in context. Then its off to Candidate Recommendation, test suite production, and seeing what those SVG Tiny 1.2 implementations can really do.
