Unneeded SVG Decimal Precision

I'm new to the community and still fairly new to SVG's in general. Right now I am team lead on a senior design project for my college that involves non-compression methods of optimizing SVG's. We've had some encouraging results, but sadly I have hit a snag.
I need to know EXACTLY how decimal places are used to allow SVG's to scale so that I might figure out how a method of automatically determining the mininum precision needed to render an SVG at a given resolution. Knowing this, I can then hack off the extra decimal places and save some space.
Any help or guidance on this matter would be greatly appreciated. I've done a lot of research so far but its been mostly for nought.
